With more than 15 years of international experience, Rachel joined Arsene in 2026 as a Senior Manager.

She assists international groups (aeronautics, defence, telecoms, advanced technologies) in the structuring and deployment of export and sanctions programmes. It has recognized expertise in American regulations (ITAR, EAR – de minimis, FDPR, encryption), in the European Dual-Use Regulation and national military controls, as well as
than in international sanctions regimes.

She advises legal and executive departments on governance, large-scale classification strategy, alignment of digital tools, M&A/JV operations, voluntary disclosures and relations with authorities.
